Summary:	Ilbert Carrow - Tortured (Cruciatous) and killed (Killing Curse) his Muggle neighbors and their guests who were having a birthday party. The children and pets kept going onto his property during the fun. The loud and childish Muggle Music was the last straw and sent him into a rage. He is on the lamb.
